Hi,

Is it better to touch up the photos on the original large-size file than to resize it first and then fix it? Thanks in advance!

I think you should do these things before resize:

1. Dispecle
2. Sharpen/ Blur

As for color/light regulation, I do that with adjustment layer so it doesn't matter at all.
